最近有人頻繁引用移民局官網出台的臨時措施來質疑旅遊簽轉學簽項目，我們單獨寫一篇文章說一下。疫情期間，持有旅遊簽通常是無法前往加拿大的，以就讀短期課程的名義也不行，所以移民局要求，如果想前往加拿大就讀短期課程，必須預先申請學簽，否則無法入境。
If you’re applying from outside of Canada
Due to COVID-19, if you want to study in Canada for 6 months or less, you’re now required to
- get a study permit and
- attend a DLI with a COVID-19 readiness plan approved by its province or territory
You won’t be able to travel to Canada if you don’t have a study permit and your DLI isn’t on the approved list.
If you’re already in Canada
No. If you’re already in Canada, you don’t need a study permit for a course or study program that lasts 6 months or less. You must get a study permit if you want to study for longer than 6 months.
但移民局同時也強調，如果申請人已經在加拿大，就讀6個月以內的項目不需要申請學簽。所以一旦邊境放開，或者申請人符合豁免入境的條件，入境之後依然可以就讀短期課程。
就讀6個月之內的項目不需要申請學簽，這是寫在移民法里的，移民部並不能通過出台一個臨時規定就把短期讀書變得非法。雖然現在鼓勵就讀短期課程的人預先在境外申請學簽，但境外學簽的通過率並沒有改變。大齡、倒讀或者沒語言直接在境外申請學簽依然幾乎不可能過簽，甚至過簽率比疫情之前更低了，拒簽後還會嚴重影響後續的旅遊簽申請（如果申請人沒有旅遊簽的話）。
我們理解希望邊境開放入境轉學簽的客戶等得有點着急，但目前除了等待邊境開放似乎並沒有特別好的辦法。
