On April 26, 2014, Citizenship and Immigration Canada (CIC) will issue a new set of Ministerial Instructions to immigration officers regarding the processing of applications to the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC).

联邦技术移民：Federal Skilled Workers are chosen as permanent residents based on their ability to prosper in Canada. They are assessed according to a selection grid made up of six factors, including language, education, work experience, etc.

总共25, 000个配额将对符合要求的职业类别开放Cap of 500 applications for PhD eligibility stream
500个配额对博士省类别开放No limit on applicants who have a valid job offer from a Canadian employer
预先安排雇主类别没有名额限制Sub-caps of 1,000 applications for each of the 50 eligible occupations below (their 2011 National Occupational Classification (NOC) code is included in brackets):

FSW的重开是我们始料未及的，不是说为了2015年EOI轻装上阵处理积压么？怎么突然又这么慷慨了。不过这是一个很积极的信号，说明加拿大移民的大门即将大开。
Federal Skilled Trades Program:
联邦技工移民
This program is for people who want to become permanent residents based on being qualified in a skilled trade.
联邦技工移民符合条件的中国人很少，此段不翻译。Overall cap of 5,000 applications
All 90 skilled trades from the following NOC Skill Level B groups are eligible (with sub-caps of 100 applications each):
Major Group 72: Industrial, electrical and construction trades;
Major Group 73: Maintenance and equipment operation trades;
Major Group 82: Supervisors and technical occupations in national resources, agriculture and related production;
Major Group 92: Processing, manufacturing and utilities supervisors and central control operators;
Minor Group 632: chefs and cooks;
Minor Group 633: butchers and bakers.
一边是CEC停掉了厨师，一边是FSTP又可以接受厨师，真的不知道联邦移民部在想什么。
Canadian Experience Class:
加拿大经验类移民This program is for people who already have skilled work experience in Canada and want to immigrate permanently.
加拿大经验类移民是为已经在加拿大有技术工作经验、打算移民加拿大的申请人。Overall cap of 8,000 applications
所有的申请重置为8000个名额
Sub-caps of 200 applications each for any NOC B occupation
每个B类职业有200个名额的限制
Six ineligible occupations: administrative officers (NOC code 1221), administrative assistants (1241), accounting technicians/bookkeepers (1311), cooks (6322), food service supervisors (6311), and retail sales supervisors (6211).
六类职业仍然不符合要求。请移步http://eoivisa.com/cecThe new Ministerial Instructions will also re-confirm the existing pause of applications to the federal Immigrant Investor and Entrepreneur Programs.
新的部长指令还将重新确认联邦投资移民的暂停。
CEC的名额重置的8000名额是为了从现在到今年底准备的，说明联邦不会让CEC名额用完，CEC一直都是联邦很看重的移民类别。
最后说说明年Express Entry的事情，现在移民部提EOI的概念少了，但是提Express Entry的次数越来越多，说明移民部觉得积压是目前需要首先解决的问题，其次才是移民政策的改革，但是一边积压那么多，一边重开25000个FSW名额，实在是令人大惑不解。
